It is the interaction between these two abilities that accounts for the adoption of "ideas" – as it is grasped by Schmidt – that are not explainable by either of the mechanisms offered by "new institutionalisms". Thereby, Schmidt places prime importance on what actors think and say about change, because it is here that putative "critical junctures" (historical institutionalism) and their drivers can be discovered and made more accessible to our understanding. Only the ability to reconsider institutions from a "bird’s eye view" – even while at the same time confined by them – allows for the observation of what exists beyond the known institutions, in other words, to allow consideration of the policies, polities and politics of other political economies.

The context, however, is decisive, as a failure at home may only be perceived as such in reference to a success abroad. In education policy in England and Germany we would expect this mechanism to have a potential impact in at least two areas. First, the German dual apprenticeship scheme is perceived in England as the ideal prototype for generating work-related skills. Therefore England – so the hypothesis goes – attempts to follow suit. The in-depth analysis will reveal if this is possible given the very different educational cultures and – as the varieties of capitalism literature tells us – fundamentally different institutional designs in which the dual apprenticeship scheme must be incorporated.

Thus, applying utility maximising behaviour within different theoretical contexts may lead to astonishingly different inferences.
